Okay let's try some standard things.
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
4) Update your Windows, update your Video card drivers and audio card drivers. Then repeat steps 1-3.
 
Okay what version are you running?
It should tell you in the top right hand corner of the main screen where you start scenarios or load games.

It says EU2 1.00. My Windows is ME. My drivers are up to date and I changed the avi file to avi_back. My screen colour is also 16bit. That is what it is normally I think.

Well that would explain it. :)
You will want to upgrade to patch 1.08.
 
Thanks for the answers. Im having trouble installing the patch though. It says something about a read only file and then quits. I reinstalled EU2 and it doesnt help. One problem that I can kind of see is that EU doesnt download into one big folder, instead there are many folders on my C drive. One for campaigns, one for maps, etc. Is this supposed to happen?
 
Depends what version you have.
