As usual, the game crashed from running out of memory.

Error occurred at 2023-06-10_072328.
C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Cities.exe, run by sebpr.
95% memory in use.
3896 MB physical memory [176 MB free].
15672 MB paging file [0 MB free].
134217728 MB user address space [134202748 MB free].
Read from location 00000010 caused an access violation.

You also have integrated graphics which is also using your memory.

But, your system having only 4GB of memory, I doubt this will be enough for the game by itself, especially with your graphics is also using your memory.

You can try increasing your page file some more. It might let you play again for a short while. But your laptop is way under-powered for this game.

57.3 GB free space, is your storage amount. Or your drives, so you can install games. New games can use over 200GB to install one single game.

Your system reports you only have 4GB of RAM (System Memory = 3895 MB)

But 57.3GB of free space pretty much means you are out of free space. Windows will need to use that 57.3GB of free space to keep your system from crashing. I would not install any other programs.
