Capture of my first attempt to recreate the focus tree that I promised several years ago, I still have a long way to go due to the enormous number of focuses and different paths that a country can take, but I think it will be an interesting path, someone interested in helping me ?.

Well, I had planned to use the Event line for the main focuses (Like the Oppose Hitler events, to avoid problems in the succession of events)

And I will leave the economic focuses as decisions

One problem I have with "Events as focus tree" in my thinking, is that the human player has no idea of what comes next, unlike a focus tree. Which makes the player directionless or indulces metagaming. I notice this issue with event-heavy older pdox games, like in For The Glory with AGCEEP.
Perhaps one could use untakeable decisions to warn the human player? Like, it warns the player what are the next events he will face - say, after opposing Hitler, he has then to consider his diplomatic instance in the future and gets warned about that?

Well it certainly is a problem, probably you could warn the player with texts that tell you the consequences of each decision (I also think it is a problem, especially in Kaiserreich, I never know what can happen when I make a decision.)
 
Or I think it would be enough to show the players all the consequences of the tree on the first post of the mod page or an additional .txt or pdf file.
As for Kaiserreich or similar mods, I think the uncertainty of the results of choices has some advantages to enhancing the game experience. Not all players like using a meta-game even before starting a new game (at least for me. I enjoy a "failure" of the consequence, especially Kaisereich's are funny sometimes).

Do think you could color-code the choices like that one cold war mod was trying to do?

for instance, blue for the Oppose Hitler choice and red for the opposite so on and so forth. that way the player can still be aware of the difference while not being Meta.
