Run eu2config, and make sure music is turn on.
 
Try EU2_Settings.exe
 
Have you looked to see if the music files are in the music folders?
 
And is there a text file named 14?

Good point, sometimes I do not think of the obvious. :)

Another thing to check is that when you look at your ingame options, what volume level do you have your music set to.
Since SFX and music have different volume controls when in game.
 
What version of DirectX are you running?
 
Well, make sure you do nor have a beta version of 9. There were a lot out there, and they were buggy.

I would suggest that you DL the latest copy you can find of 9, then reinstall it.

Seams your DirectX is Fubar. :(
