There's an article on Microsoft's Knowledge base about adminstrative priviledges, I'll find it and post the link for you. If you have WinXP home edition, it should be enabled by default; if it's the Pro version, I doubt it is.
Deleting such file can be extremly difficult, but your best bet would be to try to run the OS in Safe Mode, if that mode still exists in XP of course

. Just like in the previous OS, you need to press F5 upon starting your computer. Then load Windows Explorer, select the file, right-click and select properties. At the bottom you'll see some checkboxes with the word "Attributes". Uncheck everything and click OK. If it doesn't generate an error message, than try to delete it again. Sometimes, utility like Scandisk or Norton Disk Doctor can "repair" the file so you can delete it after that.
If you still can't delete it, then the only way I know is to create a DOS boot disk go to the directory and try again to delete the file. However, if you have no idea what I'm talking about, it's going to be a painful experience for you to try that trick, so I would advise you to simply leave the file there, until you can find someone (or something!) that can remove it for you.
Your get around theory is correct however, and reinstalling it in another directory will circumvent the problem. You should run scandisk and defrag on a regular basis to avoid that kind of problem.
It certainly was stupid of me not to back up my saves. Ill restart and maybe this time my Tsar wont have the reputation of "despicable scum"!
