I apologise if this is an obvious question, but I was wondering how one would go about modifying which doctrines are available to which nation.

It offends my sense of alternative history a bit for each country to be stuck in a specific path - for example, the UK having to take the defensive doctrine rather than being able to go down the US-style firepower path. It's also a bit more offensive when these paths are differently balanced than each other - though I imagine that that's been balanced out a bit in DH, compared to AoD's Blitzkrieg-doctrine worship.

So, anyway. What file needs to be edited to change the starting doctrine for each nation or make it a free choice ingame, and how?

You can click to "abandon doctrine" on the already researched Doctrine tech - it works that way in all HOI2 versions and its independent successors. By doing that and abandoning whole tree, you'll be able to start other paths. Its easy, just try. If started early in the scenario, you'll loose little of the research time.
