As Portugal, about 1570, set on normal/normal...

I have done pretty well for my first game, in second place behind Spain, who leads by about 150.....My successes have come mainly economically, but militarily I have annexed all Morocco and have taken Andalusia and Toledo from the Evil Empire :D...Plus Alsace, but that's a long story and it's held by rebels right now....

Anyway, both the Spanish provinces have 3% revolt risk, because of nationalism....Does this fade out over time, or is it permanent?....I had to put down one large 50K revolt already with a force of 28K, and I am feeling a little worried now.....

Build judges in those revolt risk provinces. They decrease risk, don't they? Or it may be mayors. But some infrastructure may help.

If their populations are below 5000, you can send in a colonist or two, that smooths things over.

Nothing you say helps. There is no other way dealing with nationalism then waiting. It drops 1% every 10 years and will go to 0 after 30 years. You may promote all you like, but revolt risk will never go below current nationalism %. You just have to hang in there and wait...

And let them siege the province for a couple of month. Attricion will do most of the job for you then.
 
As Hjarg stated, the nationalism revolt risk will decrease to nothing over a 30-year period.

Also, if you keep armies located in the rebellious provinces, they will be able to defeat the rebels much more easily than if you move them in after a rebellion occurs.
 
That's a how you prefer to do it...
I think that it's wiser to let them siege for a couple of month and then attack. Usually attricion has lowered their numbers quite a lot. Sometimes you have to fight an army 2 or 3 times less...
Naturally, if you have only 2 provinces with nationalism, you can always hold armies in both of them. But the more you got, the harder it is...

Actually, the consensus on the board I think is the opposite. If you keep a large enough army though (especially with cav & arty) you should be able to suppress them quite easily.
