Naval Base & Air Base Build Suggestion

Hello,

I started off a few countries, and noticed I could not build either an Air Base or a Naval Base.

I believe the Tech researched to do this is War Industry on the Industry Tab.

USA has definitely researched this in 1933.

Right click on the province where you want to build the base and select the option in the menu. We removed the option to build bases in the production Tab because it makes no sense imo to build and "redeploy" a Naval base

Could a mouse hover over explain this to Newbies?

So when Air Base & Naval Base allowed and the mouse is over that part on the screen:
{Air Base can be added when Right Clicking on Province}
{Naval Base can be added when Right Clicking on Province}
