Naval Improvement Mini-Mod

This mini-mod improves the naval aspect of the game. Range for ships has in most cases been doubled (i.e., no more unmovable Admiral Graf Spee in the South Atlantic). Now you don't have to rebase all the time. Additionally, early destroyer have shore bombardement stats as well, to simulate the outdated destroyers used as stationary guns during the war.
