I'm sure this has been reported before, but naval units will not repair completely sometimes as part of a large fleet.

Typically, what will happen is that you will send a large fleet to a port to repair. Some units will repair, others will not. So you break the fleet up into smaller units and switch ports. Some of the units that didn't repair initially will now heal and some will not. You keep doing this until you get all your units to repair.

Also, it seems impossible to repair units with attached flotillas/squadrons to repair to 120 strength.

You have to send these ships to the repair facilities using the reinforce division button. I guess some ships can;t be completely repaired shy of drydock.
 
It always happen if they have different levels of damage. And I the attached unit to a division never reaches 120, that's all true in my games.

Never paid much attention, cause I don't rely in Naval Combat, but it is a BUG.
 
This is only partially true.

You can repair any ship up to 100 without the reinforce command if you have the patience to split units up.

Its a bug as far as I can tell.

If you have attached units of destroyers or torpedo boats or the like, your ships will not repair properly. If a fleet has three ships, plus three ships with attachments and gets to port, it will repair to a total of 600; 100 per ship. It will not repair all ships to maximum value - 660 in this case. Repair stops abruptly after a strength of 600 is reached! It's an issue to do with fleet attachments not counting toward the maximum strength.
