Perhaps navy is going to be used more for just transport?
The Normans used ships extensively during their conquest of southern Italy, and maintained an apparently respected fleet thereafter which was used in ops in North Africa, Greece/Adriatic/Aegean, and the Holy Land.
The German emperors several times formed an "imperial fleet" from Pisan and/or Genoese ships; in 1135?-1137, it sailed in support of Lothair's campaign in the south. In 1167, it sealed the mouth of the Tiber in support of Barbarossa's siege of Rome, and in 1194, led by the imperial steward Markward of Annweiler, it drove off the Sicilian fleet and ferried the German army across from Calabria to Messina. It was later used by Henry VI to carry an army to the Holy Land (1197). It wasnt a permanent thing of course, because it was always hard to get Pisa and Genoa to work together.
The Kings of England needed a fleet if for no other reason than to ferry troops across the Channel to Normandy and later to retain control of the Channel against France (HYW, Sluys, etc.). Then you have the Scandinavians, to whom naval power was important even after the Viking Age (as in the Danish campaigns against the Baltic Slavs). Etc., etc., etc., so it seems that naval power should be somehow represented in the game...

Don't imaging it would be much more than galleys and some transport ships if even a distinction is made between the two. Certainly weather should play an important part in sailing but I wouldn't count on anything that detailed for something which is not as big a part of the game as it is in EU II.

This fleet was established after their failed attack on Palermo in 1064, and was put to the final test at the siege of Bari 1068-71. The Normans fended off the Byzantine navy and their efforts to relieve the city, sealing the faith of the last Byzantine possession in Italy.
After this the Normans had the mightiest navies in the Mediterranean, controlling the entire central Mediterranean. It was used to launch campaigns agains the Byzantines, in Africa (The Normans captured several strongholds along the Tunisian coast, including the city of Tunis in 1146, and held it until 1159 when they were forced out by the Almohads).
The word Admiral is derived from the arabic Emir, latinized Ammiratus by the Normans...
Not to forget the Norwegian crown, with extensive possessions in the British Isles and the North Sea

Navies would play a significant role, wouldn't they? How else would you get to the Holy Land from Venice?

If there were no ships at all what would happen to england if not just a completely islolated island? I think this is a game issue more than a historical one.
well obviusly SOME ships are in but are there naval battles? can better ships be researched? will there be any form of blockaid?
can we put use of ships up for hire? will any pirates be in?
can you get favor (piety is it called i dont recall hehe) by hiring your ships out to a crusading army heading for holy land.

one of the complex (mindwise) issues that i recall was the Sea Movement formulae that is still in works. you should ask Duke more often to comment here in forums... hint*hint*hint

Please implement the completely useless and unrealistic model used there. It'll really add to the playability and longevity of the game.

To ship troops from A to B you need an unbroken chain of ships through every sea provinces - and no enemy ships - between A and B.

This remind of some research papers from the Maritime Museum in Bergen I read long time ago. According to the author the Viking longships we have excavated/reconstructed are but pale shadows of the vessels used by the Vikings. The vessels found he argues were used for simple short range coast travel (like a bike..) and symbolic ships for funerals etc.
He envisions them as much larger (each capable to accomodate 100+ men), decked ships, with rigging to use more sails than the trademark single square one. The largest vessels were used for trade and transport of thralls and families to new settlements. He substantiates this by referring to the Sagas and the numbers there between vessels used and men carried (I haven't read Snorre so I am not going into more detail here).
