Not to forget the Norwegian crown, with extensive possessions in the British Isles and the North SeaThen you have the Scandinavians, to whom naval power was important even after the Viking Age (as in the Danish campaigns against the Baltic Slavs).
Etc., etc., etc., so it seems that naval power should be somehow represented in the game...
