You can add cores by editing the savegame file. If I remember correctly you first need to find the part of savegame that contains YUG info. If I remmeber correctly, that starts with
than at the end of this section of savegame (so it's easier to search for above, then skip to the next country = { tag and scroll up, you should find something like owned = and then a bunch of nubers, controled = and numbers also, and finaly something like national = and numbers.
that third group should represent cores, the first two signify owned and occupied provinces. The nubers represent provinces. So to add cores to all owned provinces, simply copy all owned into national provinces. Tough you might expect problems if HOI finds duplicates of province nubers.

@4th Dimension: I can find YUG's info but when I scroll up from Romania's (the country below it) there's just spyinfo and then wardates and divisions stats above that
anyways, I'll hopefully have .4 up by monday but I'm suppose to be going some where so I don't know if it'll be today. (Plus the foot ball games, go Chargers!)
