Need help, keep crashing at specific date—also update won't download

This Stellaris save has been broken for a while, at 4.02 the game crashing and I don't know why. I've tried everything from redownloading, to restarting windows. Does anyone have any advice? Also, this steam update for Stellaris won't download, when I drag it into the queue it just sends it back to the unscheduled tab.
 
4.02? The current game version is 3.1.2 ... can you clarify please?
 
This is just happening in one particular galaxy, is that right? Others you might have or a new one you start now as a test are okay?

Any mods involved?
