Having a spouce with 0 or negative fertility still allows for oppspring. Maybe it's due to the fact the other spouce might have a high rate? Maybe it doesn't look at anything below 0 and sees that one partner still has some potency and uses that number to base off the likely chance of having a child?

That's the only thing I can think of.

Also, celibate is not working ... people with this trait get children, even if seldom.

Another bug is that women can get pregnant although the husband is miles away (if he has a command in war or if he lives in a different province). The program should check if the couple is in the same province before setting a pregnancy.

However, it would be easy to script an event that kills a children if his/her father has a certain trait, wouldn't it?

Same issue: celibate sets a low fertility, but even a fertility of -50 cannot prevent characters from having children.

It's scriptable, sure. It's not the solution I'd chose though.

One "fix" (for celibate at least) I can think of is an event that clears the trait if the trait holder has children, with a piety penalty, to model the breaking of the vow.
 
I've not noticed any positive effects from making the penalty any larger than -50.
Negative fertility already leads to a very low chance of getting children, and I can't see any difference in -50 and -100.
To fix this the child birth code would need to be edited, so that's outside of the scope of modding (or patching)... it's something for "CK2" or the released source code project.
