I was working on a mod, and wanted to change the tech system so that innovation progress could reverse and cultures with low development could "undiscover" innovations and eras. My main reference for this type of this was the bronze age collapse where things like writing stopped being practiced.

However, unless I missed some features, it isn't possible at the moment.

For one, the modifier INNOVATION_PROGRESS_GAIN_BASE cannot be lowered below zero, meaning that there's no way for the innovation progress to decrease naturally.
My second thought was to use an event to periodically remove innovations from a culture using something like discover_innovation but in reverse, but I don't think there's anything like that.

I am very new to modding, so if someone finds a way to do this in the current patch please let me know.
Otherwise, I would appreciate it if the devs made it possible in a future patch.

Probably cannot be decreased directly, but can be stopped via character modifiers for cultures with culture heads. The modifier in question would be cultural_head_fascination_add with some large negative like -100. See https://ck3.paradoxwikis.com/Modifier_list
