Yes, I know that negative manpower is WAD. But...

I have started GC as Prussia (1.02). Manpower was around -100 or -200 (I don't remember and can't check now). The thing is that it didn't increase at all.

So I did disband all my armies (yes, I did it).

And then:
My manpower didn't changed at all! It was still negative, and the growth rate was 0.0. After I've converted some POPs into soldiers, I was able to increase it to +4. I had a great number of soldier POPs, and so low manpower.

Then, I got some event which give me some 19 divisions. I deployed them, and my manpower did not decrease.

So something seems to be wrong, doesn't it?

OK, after I checked the stuff at home, I can correct previous post with this:
The event I mentioned added one div to my reserve, which contained 18 divs at the start of the GC.

But the thing is still there:
I start with -196 MP, disband all my standing armies, and it's still equal to -196. Shouldn't it increase a little?
 
the 19 divisions you mentioned require manpower. being deployed or not does not matter.

NOTE: being in the reserves pool (immediately avaliable for deployment) is not the same thing as being a non-mobilized reserve (those people are still working in you factories and rgo's).

a bit confusing, i'd say.

OK, now as I know the system better I understand that.

But, the question remains - why disbanding my army didn't increase MP?
 
I have this same bug also, it appeared after I updated Vicky.
 
i bitched about this prussian problem 10 minutes ago on the main forum: "a manpower question".

something is definitely amiss. manpower should at least start at zero.
