Neighbors

I know that you get a neighbor bonus for techs. As Austria, I seemed to get a healthy chunk of help from this bonus. Do you have share a common border for this to happen? What about England? Does she have a 'Neighbor' other than Scotland?

I would that if they still hold Calais, that France would be their neighbor.

AFAIK the bonus applies depending on which Tech group you belong to (latin, orthodox, moslem or exotic), not geographical location.
