Well I got the neo-concrete breakthrough early and it gives a fantastic savings on concrete for dome building.

But my question, is why doesn’t it also save on concrete for other massive building projects like tunnels?

Small domes take 80 concrete before but a lot less afterwards but tunnels still take 80 concrete regardless. Why?

It’s not that the dome uses less volume with it as the concrete is stronger and thus a lot less goes further.

How about changing it to be a global change and not just for domes?
 
It is a rather weak breakthrough. Concrete is the least difficult resource to deal with. I don't think it applying to every concrete expenditure would be overpowered. Especially not compared to some breakthroughs *ahem* automated extractors *ahem*. Not much of a stretch if its good enough for domes its good enough for that apartment building as well.
