It is pretty ironic given the Maoists' criticisms of social imperialism. I guess according to Dengists there is no problem with it since it's the highest stage of capitalism

It apparently allows building a railroad for them in exchange for heavily indebting them (Kenya). There is a treasure trove of information over at the China Uncensored YouTube channel.
 
Keep in mind those host governments are accepting these contracts and selling their country's natural resources to the imperial power. Often time anti-imperialists forget the majority of the blame goes to their governments, rather than the imperial power.

how many times in history was france called by uk as "evil imperialist" (and vice versa) because they messed close/inside thiers piece of clay ? only to later booth join same club and critize germany for doing exactly same ? olny later to have all 3 critizing japan for doing exactly same as they did in past ?
 
I don't know, maybe that they can set whatever repayment terms they like on a case by case basis?

Well for one, the IMF is not a sovereign state. You can argue the IMF indirectly props up Anglo-American power by pressuring developing countries to pursue US-friendly economic policy, but in China's case it is much more directly like the relationship between, say, the UK and Egypt before occupation. It's one state gaining direct leverage over a weaker state.
