In my game the harsh winter modifier never goes away, and the winter has lasted for at least 40 years now. I haven't fought a war for the dawn yet, and the white walkers seem to just park an army on the edge of the map and are doing nothing. Do I have to beat the white walkers first for the winter to end? If so how can I trigger the war?

Did they already spawn? If yes, do they have land? I had issue, where I manually triggered invasion through console and after they conquered Thenn, it became wasteland, with WW controlling nothing and sitting with army in Shiverring forest (I used console to give them Thenn and SF and then they worked properly).
So, if they are not there, you have 2 options:
1. Wait until winter is over. Yes, it seems that 40 years long winter is possible.
2. Start their invasion using console and wait, until they lose the war.
Or, if they are there, give them Thenn and whichever county they are currently in (if they have their army in Frozen Shore, give them Frozen Shore, if in SF, give them SF and so on).

So, if I understand it correctly, WW have Thenn and SF, they have army and don´t attack other lands. Don´t worry about their land not turning to wasteland, they always keep at least one county under their direct control.
So, firstly, wait some time. They don´t attack immediately, events that declare war for them take some time. If they don´t do it, give Thenn and SF to some wildlings, switch to owner of Thenn and then fire their event again. They will most likely get another bunch of event spawned troops, but hopefully it will fix everything. Don´t forget to save before you do all this, so in case that something goes terribly wrong, you can return to normal save.
Also, even if they don´t attack, I think that War for the Dawn will be available, so you can just wait until someone declares it and join him to defeat WW and end the winter.
 
Finally won the war for the dawn and ended the long winter. Had an epic battle with the white walkers too! Almost took the entire military strength of Westeros to beat them. :)

How did you manage to get whole Westeros fight them? This is how we fought winter:

We even had Daenerys on the throne with her dragons, she didn't have a chance against them..

That is rather chilling. Worst time I had with them is when they took over the North. Imagine all of the dead dynasties
 
They always die easily in my games. They just don´t make it to the North fast enough and also not slow enough (a.k.a. threesome Tommen/Stannis/Aegon ends and Daenerys doesn´t arrive yet), so they face unified IT and get crushed easily.

By the time winter arrived to my county, they already had army of 700k. Now they have over 1,5 mil troops. Game runs 1 day every 2 secs at speed 5. I got to let it run in the background to see how far will winter go.

I was the Iron Throne as the son of Stannis so mobilising the whole army of Westeros was not a big problem.
I guess I was lucky to beat them when they were still relatively weak then ( about 50k troops), compared to your case lol
