Never gets past "initializing game" throne room splash screen

Description​

I start from Steam, Paradox Launcher starts, I hit "Play", the "initializing game" throne room splash screen comes up, the spinny around the CK3 banner in the top left spins, the cursor is an hourglass, and nothing else ever happens

Steps to reproduce​

Start from Steam, press Play in Paradox Launcher, go get lunch, come back and it's still "initializing game".
