Never given the option of plotting to lower crown authority?

In mulitiple games i'v played within the HRE my rulers are never given the opportunity to choose this plot, whenever i load up different dukes or countries on my save games they all have this under their ambitions list. I have looked at the files and many of my guys have had the right traits and high intrigue etc, i can only assume that this is a bug?!

Is the emperor your liege, or are you under one of his vassals? You can't reduce crown athority if you aren't directly under the title holder.

played as the dukes as bavaria and also of lombardy so definitely under the emporer, the only plots I ever get are to kill random courtiers..
