New achievements unobtainable without DLC?

I'm trying to get all the Blue Sun Corporation achievements with one playthrough.
During the playthrough, I were able to obtain the following achievements:

Building a Better Future
Play as Blue Sun Corporation and export 500 units of Rare Metals to Earth before Sol 100

How Much is a Googol?
Reach $100,000 M

But I can't obtain the following:

Space Capitalism
Play as Blue Sun Corporation and produce $100,000 M Funding before Sol 100

Current state of my colony:

Do I need to buy the DLC to get the achievement? Or am I missing something?

Many paradox games have DLC related achievements which you can't get otherwise. But if you could get the others then this is more likely a bug than not.

Hello,

You are sure, you play with Blue Sun Corporation and don't have any game rules that disable achievements? Have you unlocked any other achievements throughout the playthrough? You seem to be the second person asking this, so there might be something causing a bug. Send us the game by pressing Ctrl+F1 and attach it.
