I was playing Portugal in the GC and was heavily colonizing South America. Then I discovered that my neighbour Spain had "constructed" a new CoT in Panama. How did they do that, and how can I "build" them myself?
 
It's a random thing, as soon as it reaches a certain economic power in a region, a new COT opens up in a random province w/a colony. Mr. Odds man tells us that if you have more colonies in the region, you've got a greater chance of getting that COT, but it's still possible that that one English Colony in Java could get the COT, if you know what I mean...

Or the hot South Atlantic. I know St. Helena was a popular spot for the rich and famous (e.g. Napolean), but I didn't realize it was such a commercial nexus as well. Of course, there is only competition from the Falklands/Maldives... :)

New York and Jakarta are no hard- coded CoTs as far as I know. And when you are very much present in the area, one CoT for you will eventually pop up. I guess if you have loads of colonies in south america, you will eventually get a CoT, it might just take a while...
 
Yeah, I was using Poland in the GC and got colonists late, so one of the only places left was Tahiti. I got a colony going there; as soon as I did a COT popped up in Tahiti: it only included Tahiti so it was worth something like 40 ducats. Oh well, I monopolized it anyway, just on principle.

As someone stated, the European CoTs are Hard-Coded. You'll always see a CoT in Anglia, in other words. Outside of Europe, there is not only a CoT Chance factor in the Province file in the Db folder, but a lot of randomness besides. I've seen the Manhatten (New York) CoT appear in Chesapeake, Delaware, and even Massachussettes, and the 'Jakarta' CoT show up in Bali or Timor.
The only sure thing is that as the region starts producing trade due to trading posts and colonies or States in the area, a CoT will open up somewhere in it. Therefore, it pays to expand and colonize, because by your expansion you will produce CoTs...
