Templars historically were from noble families across all of Europe- thus, no one culture was dominant.

They had bases in England, Scotland, Portugal, Spain, France, etc.

I think the Templars primarily came from France though as France was the largest area for Templar landholdings. (and it's also the country that brutally suppressed them)
 
I am trying to mod in Templar names (custom) into my game since there is TEMPLAR in the world names file. However, templar characters show up as "none" culture. Help?

The Templar-culture tag can't be used for characternames. Templars will automatically get French first names, just as Hospitallers. Teutonic get German first names.
 
Ah. Is there any way I can reuse the custom names I made to make Abghazian the "Templar" culture?

Not really sure what you are asking here.

If you mean, can you add this to character_names.csv

and this to world_names.cav

Then yes, that is possible
