So I have the season pass installed but I don't have the new Space Race DLC. I tried everything but it looks like I don't own it. I can't access Japan or Brazil in game and there are no rival colonies. I tried to reinstall, verify files but nothing.
Looks like we need 2 wait for patch.(
Hey, what i did was:
1. Go to game in steam library.
2. Right click and choose "Properties".
3. Then select "DLC".
4. Tick OFF all checkboxes under "INSTALL". Then tick them all ON again.
That will force the update to take place.

I found a workaround. I'm using GOG and doing all the above suggestions did not work. There was even a suggestion of, for gog users, to go to https://www.gog.com/account/refresh and redownload, or to verify/repair installation and that did not work.
What did work, though, was going on the gog.com webpage (not via the software), download the installers for the DLC and install them.
Next time I logged into the game, the content was there.
