You can, you just have to wait 3 hours to do so. Spend it to build a fleet, I'd say.
Or find allies to help once the truce is over.

Settling next to players home system should be a non-issue, since that would mean settling far away, at a great cost of influence, and will leave your own borders incoherent.

how do you handle aggressive forward settling with a truce period of 3 hours ? o_o

I mean if someone settles next to your homeworld, or very close to your border, stealing "your" planets, and you cannot punish him with war?

It is a roleplaying game Jiav. If you want to go all the distance of settling near somebody's homeworld just to 'steal his space', you might want to reconsider if this is the game for you.
We have never had such issues before.
If you play aggressive/expansionalistic, you might want to do that, and it would fit your rp. However, with just 100% habitability, you'd need to be rather lucky to be able to settle near another player since the 'guaranteed' worlds will most likely be within its borders.

However, we got a strong solution for this named 'fog of war'. The entire galaxy is dark until you explore it. So there is no real 'rushing' available. Yet again, if you want to 'rush', this is not the game for you.

Feel free to check out the entire rules-document on our discord, if you are still interested in an RP game.

I am fine with playing one non meta game which isn't based on CV rushing and massive grabing of every planet there is, also I have no trouble with RP. I just wanted to know how you guys are handling certain passive aggressive playstyles under an RP ruleset.

Every species had a lore/background and behaviour. To which they obviously stick. So if you are not expansionalistic, you will not be getting away with doing that kind of stuff.

Last game we had just 1 of those species, and it wasn't a real issue. It gave in character issues of course with the neighbours, but it was all settled (or not) in character too.
