If i click on New Game from the main menu, and skip the tutorial, the first mission loads, but with no officers, if i however load the first mission via the missions menu, i do have officers. Im assuming this is a bug.

Warning for that: If you do the mission from load mission, it ends and you do not get the story to advance. I went through that trying to get through without losses only to complete a perfect mission and not unlock the next one.
Need to be playing from the Continue or New Game it seems to be in story mode.
So is there a way to do the first mission with officers or do we need to wait for a patch? (Or are we not supposed to have officers in the first mission?)
Not supposed to have them yet. Same reason you can not make ships. They are not there.
