There is an event which allows England to get out of trouble in the colonies with a +1 RR in cornwall or something. This is pants and is a no brainer, its not even a penalty.
I cant open the website with the actual details at the moment but basically i was going to say that England has to chose the other option. It still allows for a degree of flexibility but doesnt allow England to write off the revolt in exchange for nothing more than a slap on the wrist
