Is it possible to mod in new feudal government types or not?

Ive been trying to look it up but i cant find anything.

I already have the gfx folder, the governments folder and localisation folder but its not appearing in game

It's definitely possible. Have you written a new feudal government yet? Did you adjust other governments that may interfere if unchanged?
 
The default "feudal_government" will always be checked first, so if you have a government that matches the same requirements of "feudal_government " you need to add a new requirement in "potential" like the one for imperial government:
NOT = { is_government_potential = roman_imperial_government }
Or like the "monastic_feudal_government":
NAND = {
culture_group = tibetan_group
OR = {
religion = bon
religion = bon_reformed
religion = buddhist
}
higher_tier_than = BARON
}
Or the muslim:
NOT = { religion_group = muslim }
