New Leaders Not Present When Changing Tags

In my last 2 games as Prussia, I've gotten the conservative empire event. However, when I check the save file, my new German leaders aren't there, just the old Prussian ones. When the PRU tag changes to GER, for some reason the leaders in the GER file aren't being imported in my game. Is this something specific to me or has anyone else reported this.

What about the parties? Does the game change these once the tag changes?

My assumption would be that the game changes ONLY the tags, and nothing of the stuff that is stored in the save game... settings, leaders, unit names etc

I don't know if the parties change. Its strange because EU2 never had any problems with importing leaders with tag changes. When Holland came into being, or when a Russian minor changed to Russia or when a French minor changed to France, the leaders always imported.

I've tried this 5 times now, and the Germany leaders never become available when Prussia gets the Conservative Empire event. Not when I play them, not when the computer plays them.

Has anyone else seen this? Is it just me? I'm still seeing the problem. Just wondering if I'm the weird one or is it a legitimate bug.
