I can't tell you this, I never produce submarines and the ones I have I dismantle at the beginning of the game.
I always produce a streamlined navy, 15 aircraft carriers and 15 light cruisers per fleet.
Now I don't remember how I equipped the ships, however these are choices that always depend on your primary naval strategy.
Maybe someone else should give you their opinion on this.
