I recently subscribed to mods and assets for the 1st time ever.
Since the 1st time I actually loaded the game after that, all hell broke loose!

First, out of the blue, the game seemed to start with my balance being negative (from +£14k to -£14k!!!) as people fleeing the City by the thousands, for the reasons below:

Problem 1:
- "No services" symbol, in areas with at least a Firehouse or a Police station nearby!
Problem 2:
- "Low land value", suddenly, in areas that had high land value and loads of recreational areas, like parks etc. No polluted ground or water neither.
Problem 3:
- "Low land value" that could be caused by a polluting building nearby? Nothing like that is nearby, but the problem persists.

I looked at some common problems that make people flee (so loosing tax money), but everything seemed OK.
I checked the ground pollution.
I checked the garbage collection.
I checked the cemeteries service.
I checked water pollution.
 
Do you have a mod that forces level up perchance?

My only guess is that the issues you are facing stem from over-leveled buildings that do not have the requisite service and land value coverage to maintain their level.
 
Same thing happens to me if after building a city up a bit you then enable the in-game mod "hard mode". What mods did you install? Did any of them modify the difficulty settings or affect traffic? If your traffic is suddenly really bad it can stop service vehicles getting to the buildings.

Activating a mod that drastically alters game behavior (mostly traffic mods, but also some service ones) is a pretty risky move if done in the middle of an existing game, imo. It's always best to start a new city when activating such mods, so that you can ensure that the traffic network and service coverage are adequate for that particular combination of factors.

This said, if you give us the list of mods that you use, and maybe post some screenshots (or maybe even the save), I'm pretty sure we can point out what is the problem, and whether it can be fixed or not.
