New Persian mission tree unavailable in 1.36.2

Description​

Formed Persia starting as Ajam. Mission tree is old, generic tree rather than the new 77 mission tree. Have played through a number of nations in 1.36.2 without such issues.

Steps to reproduce​

Recreated multiple times by running the playthrough from start, result always the same.
