This should make the Low Countries wealthier and represent the vast amounts of cities. Both the north and south have been improved in a balanced way. The Duchy of Brabant and the Duchy of Flanders have been boosted to represent their historical power. Friesland and Gelre were modified to be made more interesting. Zwolle was added as the province representing Overijssel which was owned by Utrecht until the 1500s. Finally, Holland was split to create the provinces of Den Haag to further make Holland stronger. Rotterdam is assumed to be merged with the Amsterdam province which in itself should represent "North Holland" thus rendering the Rhine estuary to be part of the Amsterdam province.

Rotterdam was (and is ;)) just a small harbour town in the South of Holland. The province of Holland could best be split in North (Amsterdam) and South (The Hague, as it was the capital of Holland after all).

Gelre could and should be split into Gelre & Overijssel part.

These provinces will be bigger then several HRE provinces and on par with the Japanese smallest ones.
 
I love new details and provinces, but I think in terms of actual new provinces only Oversticht is really vital to complete the picture of the Netherlands, is it's a rather glaring neglect when comparing historical maps to EU4. I'd appreciate it quite a bit actually.

Friesland is also big and ignored.
