AFAIK special straits like suez, gibraltar, panama, oresund and bosphorus are hardcoded and unmoddable.
But you can add a sea connection between any places, you must edit the adj.csv file in the map folder.

Yes, the best way to represent other straits in the game is to change them into canals. E.g. if you want to prohibit german movements into the English Channel through the Straits of Dover during wartime simply make all naval traffic pass through Dover if you want to close it forever or make all naval traffic pass through Calais if you want to close it until it Calais is captured by the germans.
