Sorry people, I must be really slow.

I go to war with a minor, kick his backside, want to end the war and get some goodies out of it.
I go into the diplomacy screen but all the actions seemed to be grey'd out except for 'Exchange Maps' and 'Offer Loan' or some such. The only way I can end the war is wait until he offers one and accept whatever he gives me (of which I don't know beforehand).

How do I initiate the peace and what are all these peace stars people keep talking about?

Any help greatly appreciated.

Prob'ly what is happening, is that the little country on which you are currently pounding has a peace offer still pending (which means you haven't accepted/rejected/or ignored it long enough for it to expire)

In the top right of your screen you will find a little box that contains a diplomatic message from whatever country you're at war with - assuming they sent you one. these are often overlooked by newbies - did it myself several times.

You can't offer any new peace deals while the target country has a pending offer to you. The solution is to click on the pending offer, decline it then open up the diplo screen, select the target country and you should be given the option to offer peace. If not, then it might be a bug (doubt it though)
 
Because I never offer peace through the Diplomacy screen, I can't answer your question directly, although an outstanding peace offer from your enemy is probable, as Whitehojo suggested. To offer peace, I simply right-click on an enemy province...the option is right there in the drop-down menu.

Do you have any diplomats to offer the peace with? :D If not, then that is the problem, otherwise the previous posts should explain the problem.
 
Also, and from what you described this probably didn't happen, but if you offer a peace that is rejected, you have to wait a complete month before you can offer the peace again.
 
Peace stars are basically the bargaining tools to negotiating a deal. As far as I can tell the following is a list of factors that determine how many stars (gold) you will get and the cost of demanding peace, and the opposite holds true of any losses you may incur:

+5 stars for capturing the enemy capital
+2 stars for the 1st enemy province
+1 star for every province afterward up to a max of 6 stars
+1 star for winning a decisive land/naval engagement

In order to demand provinces or money, the following costs apply (gold stars turn red):

-2 stars for every province you want to annex (up to 3 max)
-1 star for every $250 in war reparations

If you occupy every privince of a minor and the minor has no allies currently at war with you, you have the option to completely annex the minor.

In my experience, very rarely will the AI ever accept a deal giving you 3 provinces. Sometimes if the AI is up against a wall, it may offer 3, but rarely will it accept 3. Best bet is to blitz through to the capital and request 2 and some money, but wait until Jan 1, if you can, to request a deal involving money, this way some will actually be available due to the yearly taxation.

I'm sure I missed something in all of this, but overall this should help your negotiating, once you finally figure out how to send an offer.

The minor can still have allies curently at war with you and you will still have the option to offer annexation. If the minor has any allies at war with you, it might refuse annextion in the hope of being saved by it's allies. After a couple of months they usually soften their stance and accept annexation
 
This also may be a bug. I recall reading somewhere that one of the more recent patches may have introduced a bug that greys out the Offer Peace option if the other side made a peace offer that expired before you responded. The game thinks the offer is still pending even though the icon to respond has disappeared. Try saving and reloading. This clears the message backlog, and you should be able to offer peace.
 
Thanks everyone for the responses. I remember not having any open peace deals (ie. I refused the AI's everytime) but I haven't tried the right mouse click.
