if you only knew the question you're asking. Throughout the forums, whole wars have been declared on what that harp sound means. some say:

-improve stability for one of the player (including computer players) -> when the sound goes down, then lowered stability.

-some say a new monopoly or a monopoly loss

-might be a new trade outpost / or loss of

- etc...

So read amongst all the posts and make your own mind until Paradox explains it to us meere mortals ;)

I personally rout for the harpsound playing when you or someone else recieve a random event.
Basicly all the other options mentioned can be checked in game with turing on messages, and they don't seem to correlate to the harp sound.
Random events however are only visable to the receiver, so it's hard to test that theory =(
 
I think it means that someone has achieved a monopoly someplace. At least, when I hear this sound, a corresponding message always appears.
 
I think I read on another thread that the harp sound means a new province/territory has been discovered... by whom remains a mystery, and I have yet to see if I hear it when I discover a new province, but I think that's what it means.

You can turn on a log message for this, the sound does not correlate with discovery IME

Pretty sure it's played when any (major) country receives a random event.

Not 100% sure though.. only about 90%
