I didn't get a good look at it's bonuses, but I'm guessing it's meant to be a sort of terraforming-focused IMM. Something for players to use on their first playthrough or two in the Green Planet expansion.

Who the heck goes to an Mars just to terraform it? Everyone else was busy just settling it and here they are jumping to make it green.

Like settling on a crater map, with domes on the deepest level. And when your terraforming is gaining steam (a.k.a water & rain) the crater starts flooding....Aha. no problemo, I suggest a new sponsor : The spacefaring Dutchman.
With special ability in water works and drainage, and a new rover like the bulldozer.
and a new wonder... the floating dome.
But Haemimont might keep that wonder on the Backlog for the next expansion, which somebody on the forum already called 'The Blue Planet'
But as long as the people are under the dome, they shouldn't have to worry about the water... So there'd still be enough time to relocate them...unless at one point the domes disappear automatically...

Just to clarify, the season pass cost £30, The Space Race Plus pack that contained all three of the DLC items released on 15/11/18 was available on launch day for a package price of £13.94 and therefore for the purposes of the Season Pass were classed as one item (an expansion pack), The Green Planet is the second expansion pack.
The dome set was one of the selling points for purchasing the deluxe version of the game so can be assumed to be not a part of the season pass, so we still have two further content packs to go yet
