I had to tweak this in order for the leader to start in the capital. It looks like the leader always goes with the largest army so I made the imperial army tied for largest in size (is that right?). You will STILL get attrition with this setup unless you upgrade all forts to level 3. Now, I realize why when you encounter Nippon they have a cavalry-only army - their army attrited away 400,000 Infantry!!! Perhaps the upgraded forts aren't needed to make these nations harder to conquer (or perhaps just increase their level by 1) if their armies start spread out - the AI doesn't seem to know about attrition and both Chinese and Nipponese armies waste away before the Europeans arrive. On another note, I've seen far too many Chinese annexations of the new IGC nations - perhaps they should have increased forts too...

I wasn't under the impression they advanced too fast.

More likely that they are too easy to conquer and bigger forts will be a lot more helpful in stopping that than more armies. Plenty of human players can annex countries without ever really fighting the army. And they get that army as a bonus in the end to top it of.
 
For Nippon though, won't those 90K+ armies stay put in their provinces? Landing an invasion force should be tougher no? The other option is to reduce the troop cost, but then these nations might make wonderful allies;). I think better forts are the way to go. As you can tell in the late game, those Mighty forts set the political geography in place - which is exactly the historical representation you'd want with China/Japan. Now, what level of forts would be best?
 
It could work for Japan as they have few provinces but unless u give China a Red Army avant-la-lettre that won't work for them. Forts inderdeed. Human players should be discouraged from attacking them.
 
Right, China is much more active in the IGC - going after Dai Vet and all; not sure if they do it diplomatically or militarily (they'd be more prone to leaving the provinces undefended). If militarily I think Hanoi should be fortified more. I bet Japan's armies will stay put unless they go to war with China. I also think that Thailand/Dai Vet could have their forts increased a little too - not familiar with the history of this region...
