Some of the Advances lack a description or benefits. I'm sure its a great mystery but Usually Paradox is good at describing all advances. It's part of what makes the games so great...because you learn as you play.
Also on a semi related topic the initial screen of advances of where you change succession order. The first time you select something you don't get a description but any succesive click it will appear.
