I have a problem when I play that the borders between "provinces" and other borders flash into and out of existence

Exceptions:
1) Some character screens or option screens (e.g. intrigues, court, etc.) will keep the borders on when they are displayed, but I haven't figured out a rhyme or reason to this yet -- though it SEEMS that when I open my main character's character window, borders stay on as long as it is open)
2) When I move my mouse over an invisible border, all borders turn on for about half of a second...meaning that if I move my mouse around the map very quickly, always crossing borders the problem disappears and the borders stay "on".
3) Where national boundaries meet, there seem to be tiny remainders of these borders which always stay on.

So, I can always see the names of the provinces/kingdoms/duchies...but not any borders (even those at sea).

Is anyone else having this problem? How can I make it stop?

I am running the steam version...and I don't know if this causes a C++ problem or not. I have seen discussion in other posts about how this causes minor issues. Is this one of them?
 
The borders flashing issue is caused by your video driver, update it.

The c++ issue is a Steam problem, there's a fix in the "known issues" sticky thread above.
 
So, as it turns out, I shouldn't have bought the Steam game after all. I should have bought a normal, stand-alone version?

That really gets me. And what sucks about a "Steam Version" is that I can't resell it. No one will buy a "Serial Number" and I don't even think Steam supports resale of a game. And for all of this... I pay the same price or more than I would at Amazon. Funny.

Concerning the video driver: This should be interesting. I am running a Mac and I am not allowed to just go out and get the latest video driver for my card. I need the whole packaged Mac-Windows driver (or my whole system becomes really screwed up and unstable). I will be curious to see how far along they have come since I installed the last authorized version.

What? Almost everyone has the Steam version. There is no "normal stand-alone version", the only alternative is the GamersGate version. Did you read the thread I pointed to? The fix is really trivial. You don't have to sell anything. There's nothing wrong with the Steam version of the game itself; there just a minor glitch in the Steam client where C++ re-installs itself when it doesn't need to - I assume that's what you were referring to.

So you run a Mac ... it would have been nice to know that. Are you running the game under VMware or Parallels? Or Bootcamp?

Okay. I have a 24" iMac running Windows XP through Bootcamp.

I have now installed NVIDIA graphics card driver 266.58 on the Windows side of my system (it is debatable if this is a good idea, and after 3 calls to Mac support, I still don't know if it was a good idea--however, that is not Paradox's problem--after all, the graphics driver world moves on, but Mac seems to not want to upgrade their provided Bootcamp drivers leaving many, including myself, confused as to how to get graphics cards updates to work properly).

Updating the driver to 266.58 from 173.XX seems to have fixed the flashing borders problem.

Now, the scroll rate is extremely low and jerky. This was not the case before I "upgraded" my driver.

Thoughts? (And seriously, thanks for your help)

P.S. I have not attempted a C++ fix yet.
 
Strangely enough, the slow scroll problem seems to be solved by moving to another application and then returning to CK2.

Also, now that I have the new driver installed, the game has to have its graphics settings reset to 1280 x 800 every time. :(
