Do you maybe have a multi-byte patch/dll active or some other modification which is necessary to support a chinese language mod? If you do, does it help if you remove them?

If that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29

I had the same problem but turning off mods worked for me. It turns out a custom mod i made to tweak some things in the game was causing it
