Description​

拜占庭无损耗集中发展度不生效，事实上，这一修正在别的地方也是如此（Byzantine zero loss concentration development does not take effect, in fact, this correction is also true elsewhere）

Steps to reproduce​

提升君士坦丁堡发展度至40点，修建工坊、兵营、教堂建筑完成任务，集中发展度时仍然有损耗（Enhance the development level of Constantinople to 40 points, complete the construction of workshops, barracks, and church buildings, but there are still losses in concentrated development）

No losses means that you don't lose 20% of the monarch points which are generated from concentrating before they are used to buy dev in your capital. But you will still receive less dev in your capital than the dev which was removed from the area where you concentrate, unless the dev cost in that area is higher than in your capital.
