In HoI2 you could just "deactivate" some provinces that become black and unpassable. Is that not possible with CK?

Not by event. I guess it is possible by editing province.csv but that will disable it for everyone.
It should remain possible for e.g. the English to sail to Jerusalem (if unlikely), but not for the Seluks to invade Brittany by coast unless they first conquer Spain.

Are those muslim raids to late in time to be used as an argument to allow them to sail in the atlantic?
