No nearby plague notification when playing vassal of a vassal

Description​

When playing as a vassal of a vassal (so count in kingdom or duke in empire). If a plague if close to you but only in your liege's liege country we don't have the plague counted as nearby plague and no icone notification (red triangle with rats). Even if the plague is 1 barony from us.

Steps to reproduce​

launch the game and play a duke in a kingdom, wait for a nearby plague in your liege country close to you but not in your country, you will have the notification and the plague will be in nearby plagues tab. Switch character to a count of this duke with the plague at the same distance, the notification will disapear and the plague won't show up anymore in the nearby plagues tab
