I've checked several nations, both in the game and in their scenario files, and many of them (USA and France included) do not have paper and regular clothes show up as products to be traded. I even modified a nation's scenario file (USA) to include a paper mill, but to no avail - paper still doesn't show up.
Additionally, paper mills and regular clothing factories are not among the buildable factories.
This doesn't seem to be a problem with the UK.
