Will DD work without a sound card?I tried to run it but it keeps hanging on Initializing Sound on the loading screen.

No, you need to have a sound card to play HOI2 or any of its add-ons. I'm not sure if it would work if you just download and install sound drivers, though.
Could you try changing your settings.cfg file, found in the DD directory so that it says:
It just turns the music off, but it might be worth a shot.
