Yes, in file
Crusader Kings III\game\common\buildings\00_special_mines.txt
you can see the line
'flag = travel_point_of_interest_economic'
in all other mines but it is missing from 'sar_i_sang_mines_01' 02 03 04
I added those 4 lines for myself and I can confirm that works.

They just fixed it in 1.11.2
