The FAQ states this:
What content can be created for Cities: Skylines?
We have tools that allow you to create models, buildings, assets, maps, and roads.

So we won't be able in any way to determine our own policies? :(
 
I'm pretty sure it was communicated at some point that we could make some and that TotalyMoo was eager to see what the community would create as policies.
 
99% sure this won't be possible at launch. Zarine, if I've said this somewhere please point me in that direction so I can retcon it to avoid confusion.

We aspire to add this, though.
 
I think this will be the tough one though, personally I am not too keen to see this. I think what we have in district s point of view is sufficient ( personal thoughts )
 
I must say, it's frustrating, I was hoping to make a mod, somewhat resembling Tropico series. I do hope however that it's going to be implemented as soon as possible.

I dont mean to sound rude, or anything, but why exactly cant policies be modded? I mean I understand stuff like traffic bans and similar stuff is more complex, but why not even simple percentage buff/nerf policies, like maybe mandatory air filters for heavy industry that decreses pollution by a set percentage but also causes a decrease in tax revenue?

It's not a matter of can/can't - more where we've put our development time. Every modding possibility in this game needs a tool custom built for the purpose. We're launching with a few and expect to expand as we go along after release. Policy modding is a cool feature and we'd like to see it but it didn't reach high enough prio before launch to be completed and implemented.

I've got used to Sims modding where the community had to build their own tools. I greatly appreciate the company making some to start us off, but is there no accessibility for intrepid modders to just dive into some features with their own resources rather than waiting for the entire suite of tools to be handed to us?
 
Asset Editor is something that the devs have stated will be bundled with the game. It's probably not the only one or it will have other properties than just ploppable building/plot editing.
